Sciences Po created the Emile Boutmy scholarship, named after the founder of Sciences Po (1871), in order to welcome the very best international students from outside the European Union. The Emile Boutmy Scholarship is awarded to top students whose profiles match the admissions priorities of Sciences Po and individual course requirements.
ELIGIBILITY REQUIREMENTS
To be eligible for the scholarship, students must be, first time applicants, from a non-European Union state, whose household does not file taxes within the European Union, and who have been admitted to the Undergraduate or Master’s programme.
Students who are not eligible are:
- Swiss and Norwegian applicants, since they may be entitled to CROUS scholarships
- Candidates who have dual citizenship, including an EU citizenship
- Candidates from Quebec for master’s degree (since they may take advantage of sliding scale fees same as European applicants). Candidates from Quebec for a bachelor’s degree are eligible
- Master’s level dual-degree candidates. Only applicants for the following dual degrees are eligible:
- the dual degree in Journalism Sciences Po/Columbia University
- the dual degree Sciences Po/Fudan University with the concentration Europe-Asia in Global Affairs (only applicants with Chinese nationality)
- the dual degree Sciences Po/Peking University (only applicants with Chinese nationality)
- Ph.D. programme students (thesis)
- Candidates for the 1 year Master’s programmes
- Bachelor dual degree candidates
- Exchange students
- Candidates applying via the French graduate admission procedure
- Candidates can not cumulate their applications for the joint scholarship with CSC and the Emile Boutmy Simple Scholarship.
The Emile Boutmy scholarship may not be combined with other scholarship (Eiffel scholarship, AEFE scholarship, BGF…), unless otherwise decided by the jury.
This scholarship is awarded based on merit and according to the type of profile sought for this programme. Social criteria are also taken into account.
This scholarship is not automatically awarded: candidates must indicate their wish to apply directly in their online bachelor or master’s application form.
Bachelor’s degree programme: Amount and length of the scholarship for the 2020-2021 Academic year :
The Emile Boutmy scholarship is awarded to students arriving at Sciences Po for their first year of studies.
The Emile Boutmy programme can take several different forms:
- A tuition grant of €7,300 per year for the three years of the undergraduate programme, in addition to a grant to cover part of the cost of living of €5000 per year.
- A tuition grant of €7,300 per year for the three years of the undergraduate programme.
- A tuition grant of €5,000 per year for the three years of the undergraduate programme.
- A tuition grant of €3,000 per year for the three years of the undergraduate programme.
On an exceptional basis, a scholarship of 19,000€ may be granted to cover the three years of College. Scholarship amounts are decided during the different admission juries.
If you do not validate your academic year, your scholarship will be lost.
If you have been granted for a scholarship and decide to defer your admission, your scholarship will be lost.
During the year abroad (third year of the undergraduate programme): scholarship recipients will retain their tuition fee grant and additional cost of living grant (if applicable).
Masters level: Amount and length of the scholarship for the 2020-2021 Academic year

The Emile Boutmy programme can take two different forms:
- A grant of €10,000 per year to cover tuition fees for the two years of the Masters
- A tuition grant of €5,000 per year for the two years of the Masters.

If you have been granted for a scholarship and you decide to defer your admission, your scholarship will be lost.
Sciences Po offers 27 two-year master’s degree programmes, each with a wide choice of concentration. Some programmes may include an apprenticeship component in second year. Students who so wish can opt for a gap year between their first and second years.
The first year is devoted to core courses, concentration courses and foreign language courses. The second year includes what we call a semester “off-campus”, which can take the form of an internship, a study period abroad or the writing of a research dissertation.

ABOUT INTERNATIONAL ADMISSIONS – Master’s programmes
The international graduate admissions procedure is open to applicants having completed their university education in an institute outside of France and wishing to apply to Master’s programmes or graduate dual degree programmes.
Admission decisions are announced on a rolling basis and are solely based on the evaluation of the online application, including the documents which were provided.

DEADLINES
- Deadline for undergraduate programme: You must apply for the Emile Boutmy scholarship directly in your Sciences Po online application. Please note that no application for the scholarship sent by email will be accepted.
- Deadline for master programme: December 15, 2019
Students must indicate that they are applying for the Emile Boutmy scholarship in the “Financial information” section of their Sciences Po application. Please note that we might ask applicants to provide a proof of income and documents explaining their family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate…). Applicants must also attach, if applicable, their language test before the application deadline of the scholarship.
The Admissions Department is responsible for awarding Emile Boutmy scholarships. Please note that your scholarship request will only be taken into account if you are admitted to one of our eligible programmes.

- CV/Résumé
- Official academic transcript(s) (signed and/or stamped) for the entirety of your time in higher education (including periods spent abroad on exchange programmes). Acceptable transcript formats include scanned copies of paper transcripts produced by the institution, electronic transcripts produced by the institution, and web-based academic records produced by the institution and containing the name of the institution. The Admission Office reserves the right to request official transcripts at any time during the application process. An official or informal translation in English, if applicable.
- Language Test certificate (where applicable)
- Two academic references. Please note that certain programmes require one or two professional references in addition to the academic ones.
- An official proof (signed and stamped) from your university, providing your undergraduate cumulative grade average (and your graduate cumulative grade average if applicable). Please provide one certificate by degree and/or institution attended.
- Articles or other texts which you have written or published (not mandatory). If your apply to both a Master’s programme and a dual degree programme, the documents must be attached in the original language version, along with an official or informal translation in English where necessary.
